[AI Brief] FourTwoMorrow Presents 5 Public AX Strategies at Global ICT Forum

FourTwoMorrow proposed 5 policy tasks for public AX as an implementation framework. The tasks were presented as public convergence-type and regional settlement-type AX, support for small and medium-sized enterprises, solving social problems, institutional reform, and redesigning the education system.

Kim took part in the presentation session "Session Ⅱ. Public-private partnership model for AX transition" and spoke on the theme "Public-sector-specific AX strategy in the era of agentic AI." He said that, apart from securing a general-purpose foundation model, it is necessary to build national administrative data and domain-specific AI, explaining that this is directly linked to workflow automation and productivity innovation. He also shared successful AX cases in Korea's public and administrative sectors.

Kim then presented a paradigm shift in the era of agentic AI, with public institutions, companies, and individuals as the targets of transformation. He said that simply adding AI tools to existing work is not enough, and stressed a fundamental redesign of mindset and working methods with an "AI-first" approach. He also said that a shift to "AI-native" organizations, which think about and execute processes with AI as the default assumption from the planning stage, is necessary, and that such "AI-native" organizations are the key to survival and competitiveness in the era of agentic AI.

Five policy tasks were proposed to narrow the AI gap between countries. Linking public AX to administrative innovation was also included as an objective.

The 5 proposed tasks included public convergence-type and regional settlement-type AX. Strengthening AX capabilities for small and medium-sized and venture companies was also included.

In addition, the tasks included using AI to solve social problems and support vulnerable groups, as well as building social consensus and an institutional and legal foundation for the AI era. Redesigning the education system was also included among the 5 tasks.

Fusion Claw operates by applying the Enterprise Operating Envelope. This framework is intended to govern autonomous enterprise task execution and includes an organization's goals, standard operating procedures, policies, constraints, permissions, risk tolerance, decision-making authority, approval requirements, and escalation and approval standards.

Mike Sicilia, CEO of Oracle, described the significance of Fusion Claw as progress from the AI assistant stage to the execution stage. He said it supports governance-based automation for increasingly complex tasks across customers' key business processes, and presented it as a structure in which people set goals and safety boundaries while AI takes on more work. He added that, as a result, organizations can focus more of their team capabilities on growth, innovation, and customer service.
