Liner Signs MOU With Rebellions to Pursue 'AI Full-Stack Solution' Business

Liner announced on the 20th that it will move forward with an 'AI Full-Stack Solution' business with domestic AI semiconductor company Rebellions. The report was sourced from Liner. Under the Liner-Rebellions MOU on the 'AI Full-Stack Solution' business, the two companies will begin cooperation.

The two companies previously participated together in the 'Independent AI Foundation Model' development project, the SKT consortium, and through this agreement they have strengthened cooperation at the practical commercialization stage of the AI Full-Stack Solution. Building on their existing record of joint participation, the two companies expanded the scope of cooperation in this agreement to the commercialization stage.

Against the backdrop of growing calls to reduce reliance on foreign technology, the cooperation aims to respond to an 'AI full-stack' approach needed for the self-reliance of domestic AI technology. The partnership centers on combining domestic hardware and software.

The two companies plan to target domestic public and private markets, as well as global markets, by combining Liner's AI agent technology with Rebellions' NPU-based AI semiconductor infrastructure. Liner is pushing to link domestic NPU technology with its AI agent technology in order to move away from a structure centered on foreign GPUs.

The two companies also outlined plans to explore ways to cut AI service operating costs and strengthen data sovereignty and security management. The company said it expects the collaboration, which spans everything from semiconductor chips to software, to become an opportunity to demonstrate AI capabilities and global competitiveness.

Liner and Rebellions are also pushing to jointly target the global market. Liner operates services in more than 220 countries, has secured 13 million users, and is continuing its global business based on an AI search engine exclusively deployed on Humane's platform, the AI company under Saudi Arabia's sovereign wealth fund, PIF. Rebellions has continued technology cooperation with global Big Tech companies and is delivering results in overseas hubs including the U.S., Japan, and the Middle East.

Accordingly, the two companies will combine their respective networks and technologies to pursue global business together. They plan to jointly identify partners and jointly conduct technical discussions. They will also jointly pursue orders, accelerating their global business expansion.

Rebellions CEO Park Sung-hyun said the significance of the cooperation lies in realizing technological self-reliance at the actual service stage through a full-stack solution integrating everything from semiconductors to AI agents. He added that the goal is to complete a competitive full-stack solution based on talent and supply chains in the Republic of Korea. He also said the company will push for results not only in Korea but also in major global markets such as Saudi Arabia.

Liner CEO Kim Jin-woo said that combining Liner's technology with Rebellions' high-efficiency NPU could enable a solution that secures both performance and cost competitiveness for global markets. He added that in Korea, the company expects to offer a trustworthy option for public institutions, local governments, and private companies where data sovereignty and security are important, and expressed its intent to demonstrate K-AI competitiveness in global markets beyond Korea, including the Middle East.
